He quite clearly IS resisting arrest. I'd have just tasered him again, but I didn't think it was that strange to punch a floored criminal. If he had just done what the police had told him to, there would have been no reason for tasered or violence of any sort.
I also find it quite convenient that the camera starts rolling when the police have him on the deck. Anything could have happened before this footage was taken to justify this use of force.
