kind of, the "audience" in this case is the best young girls from the college game. It's like if the Premier league in England didn't have development programs but every year would take turns choosing promising 18-19 year olds from the nation (and the world).
You risk choosing a great young player who fails to pan out and other times a low draft pick ends up flourishing. Its an exciting system.
