Forget messing with weighted shoes!!!! That's a cheap and poor crutch for lack of knowledge and skill and mostly lack of time and patience. You don't need your horse to lift the front feet higher.
Go bareback with a Myler comfort snaffle, hit those gentle hills, ground polls and give yourselves time, timing, and some time - to build some strength and steady fitness. You are doing just FINE. Don't let anyone stress you out with tricks. The book "Easy Gaited Horses" by Lee Ziegler is excellent.
I would say that this horse is close to hard pacing with the saddle; without the saddle the timing of the laterals is broken up a little more. Notice the rider bouncing with the use of the saddle, but more still without the saddle. I would check out saddle fit on this beautiful horse; maybe try treeless. Also check the bit fit.
Hi Icehorses, Luv your website! Thank you for the comments. We use a trooper saddle (made for gaited horses). Have been going with the bitless bridle and do notice better gaiting with a wonderbit. Do you think more walking and ground poles would help with acheiving a more single foot gait?
PS - The first horse is doing a stepping pace and the second is closer to a rack. - nothing wrong with either.

Thanks for the comment, do you own a gaited horse? If they get pacey it takes lots of patience to get them to gait correctly.
