I DID see where you were going with this, though, Powered Up wasn't in 8-bit. Even if this IS Mega Man (NES), there are 10 levels, not 8 (Every Robot Master stage, Wily Stages 1-4).

You're right there ARE six Robot Masters in Mega Man (NES), its remake in Mega Man: The Wily Wars (SNES), some Japan-only redues of the six NES games (PSX) and obviously in the Mega Man: Anniversary Collection (GC, PS2, X-Box). There are four in the Game Boy version of Mega Man (GB), eight in Mega Man: Powered Up (PSP) and I'm not sure of the PC versions. Maybe Cart Man cleared levels before he faced Cut Man... IDK.
