The reporter deliberately presented the Captian as a boob. The enlisted troops were clearly jealous of the captain. The story is narrated through the self image of the enlisted troops, would obviously chose to make their captian the butt of their jokes and their nemisis. The story is subjective, and exaggerates the Captain's quirks. The enlisted men only noticed what they wanted to notice of the captain. I am sure he was a good officer. He was their supervisor, not their peer.

@TheFourGovernors If you read One Bullet Away, its a autobiographical account by Nate Fick about his career as a Marine officer. Its the same story told from the point of view of the 2nd lieutenant of the men. As an infantry officer he shows several times throughout the book how incompetent the Captain was. The insubordination was usually due to bad orders that would have gotten men killed if he was held to a higher standard. He never calls him a bad person, just an incompetent leader.

@MrKitteh101 iirc, Captain America was originally in intelligence, and got ordered into an infantry platoon because they were short on officers so he probably wouldn't have been trained to handle combat stress as well as, say, Lieutenant Fick. The Marine philosophy is also that every Marine is a rifleman first and whatever job they actually do second, so they probably assumed he could handle it. I also don't think captain is such a high rank, but don't quote me on that.
