Doing an analysis of the risks involved, considering they are just transporting construction materials, you'd think it would make sense to airlift the supplies to their destination. Fly above the reach of RPGs and have a security perimeter setup at the drop point, drop the cargo, gone. Minimal exposure. Cost of flight time would easily be offset compared to mission failure and loss of life.

Because if the enemy see or hear a convy traveling with no lights suspicions would imidiately be aroused.
Also driving with lights on would help them blend in more.
Also there are always traps, the wires on the roads conected to bombs wouls be invisible in the dark with no lights on.
