It seems to me to be a blue screen effect, due to the fact that they appear to be standing still, and if you look closely enough, you can kinda see a bit of jitter where they didn't quite sync properly. Still, for using 80s technology, the effect is pretty seemless.
@MightyMoose2000 I read from an interview that basically they are were strapped to a pole from the back. so when the pole rotates, it creates the illusion that the background is actually moving, not the person. for the spinning background thing, basically same concept except the camera is strapped on each one by some "stiff harness", creating the same illusion as before when they moved around.
