No. The song is literally in "Seven and a Half," hence the name. Steve had spent some time in India learning about eastern music and wrote this song in 7.5 .

Vital came to my home town a few years ago, and he taught us how to count it. In fact he is speaking as the song starts, and that is him teaching the crowd how to count it.
