It's not a rebel song, because U2 doesn't want violence and turmoil to result from it. The song is rebellious because it's against violence. It wants an end to the drugs, prostitution, and violence brought by the IRA, and the practical imperialism by Great Britain in Northern Ireland. It also laments the dead, more than anything.
