Oh-oh... The video showes nothing more than Venus, with it's typical crescent-shape (Venus shows phases, just like the moon), seen through turbulent air and/or through a camera lens that gives distortions. As an experienced amateur astronomer I have seen this numerous times. Conditions like this are simply called "bad seeing" (or bad equipment). It's normal, and not weird or mysterious in any way.

Really folks, this is the planet Venus. Because Venus is between the earth and the sun, it goes through phases from our point of view, just like the moon does. Look closely at the opening frames of this video and you will see the crescent shape. The turbulence you see around it are the effects of the earth's atmosphere on the zoomed in camera lens. There is nothing "OMG" about it.
