He was originally the manager of Fontaine Fisheries, but then decided to expand his works into a smuggling ring. He was the first to discover the sea slugs containing ADAM, then while Tenenbaum and Suchong researched it he set up the 'Little Sister's Orphanage' because the scientists needed young girls in order to mass-produce the chemicals. Andrew Ryan originally supported Fontaine and his several companies until he uncovered the smuggling plot and the Rapture civil war began.

Yes they are the same. He uses Atlas's voice because when Fontaine 'died' he pretended to be a new guy called Atlas, who was basically a good guy. He pretends to be him around you so that you follow him. You wouldn't do what he said if he was obviously evil.

no. atlas never had a family. he made it up so then when his "family died" you would feel grief for him. it worked. i felt really sad and sorry for him. He was using you the whole time. he only wanted to take over the city so after you killed andrew ryan for him, he tried to kill you and revealed that he is actually frank fontaine cause Fontaine never actually died. he faked his death and took on the alias of atlas. Then Fontaine uses his adam to turn himself into a "superhuman".

that wasn't that big of a plot twist for me. i saw it coming., i think its because the last 1st person i played before bioshock was fear and that was almost the same twist except that your mom is a ghost, psychic thing that gave birth to two super soldiers one with slow mo powers and one is a psychic commander of a battalion of armored clones.
