This is a fantastic song. Forgetting about the video for a sec the song is basically asking the question of what would you do if you knew you only had a matter of hours or minutes left to live.? How would you spend that time left to you.?
A nuclear meltdown is a term for a severe nuclear reactor accident. This can occur when a nuclear power plant system or component failure causes the reactor core to no longer be properly controlled and cooled to the extent that the sealed nuclear fuel assemblies which contain the uranium or plutonium and highly radioactive fission products begin to overheat and melt. This video has nothing to do with nuclear war.
This song is really about the fear of an impending nuclear attack or nuclear explosion...it was released in 1984 when the threat from Russia was at its highest
the threat from Russia AND the U.S. you mean... People in Europe in the 80s were as equally afraid of brainless use of nuclear power by the USA and the U.S.S.R.! :-):-)
Perhaps a lot of them did. The main guy in the video wanted to get home to his family though, and probably realised that by the time he got home there wasnt enough time to get to safety, and so simply accepted the inevitable. Just a guess mind.

hey brother.
i am 27 years old now , and i expirience the music now as youthsentiment(youthmemory,s)
what i still know about 80,s music
it is not always realy a subject
more electric rock art with a very high level of emotion and a lonely strange feelin .
to other people maybe different
one thing is for sure ...it is a type of art telling about a time of humans..this 80,s musicscene
not realy an anwser ..(eyes without a face ...also a very strange one..hahaha

You are right, there is a subtle melancholia associated with a lot of 80s music. "Here is the News" by ELO is another example of this.

Is the guy whose head they show at the beginning of the video with the stick up to his lips Midge Ure, the lead singer, or some random person?

This song was done back in 84. It goes to show that really good music stays good ... no matter how long ago it was.

I will second that, yes, Ultravox is here to stay, thanks to Midge Ure, I'm sure he reads this.
