@TalinaOO7 first what led to the arrest? they never show that part. the kid lipped off the cop when he was told to leave? regarless if they don't follow the instructions then it is no longer citing but failure to comply. He does not have to read the rights untill he actualy puts you under arrest or begins questioning. he can detain you in handcuffs while he investigates the situation.

besides don't complain if they don't read your rights, it can only benifit you in court.
