I'm not a big fan of bieber's music, but I've mixed for similar artists before. The kid's gotta be singing pretty near correct key for auto-tune to not make pitch slurs and modify the timbre of his voice. If you want that produced sound, everyone uses auto-tune; except certain genre's like some indie rock where it's ok for vocals to be slightly off key (i'm not hating, its just how it is) Auto-tune tightens up your vocal harmonies, so it's always in produced songs with multiple vocals.

about the auto tune: It's been around since the early 90's and has been used on almost every produced song. Way before auto-tune, studio engineers would stretch the tape on vocal tracks to tighten a singer's pitch. Auto-tune isn't a "save a crappy vocal take" tool. If singers are way off pitch, auto-tune makes it sound like ass and you can definitely hear it working (something like t-pain vox). Singers gotta be really close to their notes for it to sound transparent and work well.
