If anything, the car's Battery would be a more dangerous hazard to a gas station. Why? When it's charging, the battery (which is a Lead-Acid type) produces highly flammable Hydrogen gas, which caused the airship Hindenburg to go up in flames. Hence keeping the car's engine switched off is a major requirement when getting gas as well.

You can throw a match it a bucket of gas and it won't do anything, but throw that match it a vapor rich environment and KABOOM! While it is very hard for a cell phone to ignite gas vapors. It is fact that a cell phone under the right conditions can ignite gas fumes.
Its not the ringing that causes the ignition. It is a static charge that is admitted out the phone while in use.

The buttons are digital on off switches that send such low amounts of current to the cpu of the phone that it is impossible to create a spark. You need a hot spark to ignite fuel. Cars also wont start fires when running since there is no open flames. The issues would be an abnormal misfire of a poorly tuned vehicle or a hot rod.
To keep safe at a gas station, just touch something metallic before filling... Your gas door should be metallic so you are safe unless your car is missing a gas door.
