I`m going to summarize for you: Russia is planning to do it much differently, there is currently no town\city settlement on the ice of the arctic hence it`s considered an uninhabited special treaty territory belonging mostly to Canada. But soon there is going to be one with a pop. of 50,000 russians living in buildings classified as 5 star hotels. That`s basically the russian strategy, then any geographical science will be useless.

By the time the Russian can really control the Artic the oil they are seeking won't be needed. By 2020 alternative energy will completely take over the need for oil. The only other country that have the ability to take on Russian prescence in the arctic is the US, who don't really have a very big share with Alaska's extension alone. Unless Canada allows Americans to do the confrontation for it, which is highly unlikely considering Canadians don't really trust the yanks on the arctic issue either, Russia is going to get the gas and oil for the foreseeable future.
