I'm not sure if people just submitting their vote is the best way to do it. Get a group of people who have seen every nominated fanfic to go through the ones released this year and evaluate things from there.

Its not just for 2009 its an for other years because its the first time is organized and the people can vote their favorite fanfic it doesn't matter if the didn't seen all

Ah. It's your award ceremony so I won't tell you how to run it lol. I threw my idea out there as a way for everyone to have a fair and equal chance. You never know, there could be a fanfic out there better than everyone else's that hasn't been seen yet ;)
