I found out today that this song was involved with the Irish rebellion of 1798 when an Irish man was in the British Navy and was required to head for war, his wife wanted to go with him. I'm not sure how much it was a widespread thing that women wanted to join the navy.

@WillCanb Yes, I believe women used to do all they could to go with their husbands, cut off their hair, being smuggled aboard etc..Thanks for the additional information.
