i agree with cibida1, balkman was drafted 20 overall, there was no one else in the rest of the draft. jordan farmar (back up point guard) who this year has step his game up is the only other decent player so it's not like the knicks missed a chance to draft the next kobe

It's really not that simple. If it was, then players would have the motivation to push the defender over on purpose quickly knowing they'll get the call.

Notice how initial contact is made while Balkman is sticking his knee out. Now if he doesn't do that, then Harris is "set" before contact is made. Should Balkman really be rewarded for kicking Harris in the chest?

The rules aren't as simple as "it's a charge if and only if the defender is standing perfectly still".

I'm saying it's not as simple as whether the defender is moving.

Everyone on the court has a right to his own space. The tricky calls are when two players move to the same space simlutaneously. Generally whoever gets there first gets the call. So a defender doesn't have to be there 100% still for him to steal the rights to the spot.

So to answer your question, even impressive dunks are offensive fouls if the defender gets there first.
