Suggestion to speak after search is very old fashion literature which is used by those people how doesn't have any deep theoretical and analysis knowledge. But it's good to know; my searches, theoretical and empirical knowledge leaded and forced me to escape from my desired country. But for your knowledge I would say, definition of project in simple and understandable concept is set of interrelated activities in order to rich specific overall purpose.

That's why after reading those numbers that you mentioned as finished and unfinished projects surprised me, because if just half of them were implemented on a rational goals and strategies, Iranians real life could have been better.

These critical key factors "must" meet project life cycle and life history requirements. But when I was a manger in some projects I found many conflicts between those fictions that you know them as a project, and required achievements.

High dependency in this project makes it as a very expensive one. (regardless of indirect and diplomatic expenses). However many developed countries have been implementing different generations of NPPs at the same time and different in amount.
