It sort of is a Filler, but also not really? O_o
Basically, it's like a Epilogue/Flashback Filler Episode . I think this was made in order to provide viewers with some kind of answer to what happened at the very End. But then, thought it would be too Sad.
So they went and added a "Good Memory" to what happened when Tatsuma was still with everybody. So, I guess they going for a
"Neutral Ending"? ( ^_^;;)

@OboroHime94 It's an alternative ending. The way things would have been if that evil guy was defeated, instead of having tatsuma chase him.
