I have just read the document.

200Mhz appears to have been a chosen frequency - so you blast the chip with 200MHz (or whatever its tuned frequency) and blow the chip !

If it uses a ferrite core then just bandage a small neody magnet over the site and tissues will give way so that the implant will gradually be pulled out of your body.
