Well after a few reading here and there I think it wouldnt work on Frieza.Goku had enough time to throw a frog before Ginyu changed for Vegeta,so Frieza being much faster he would just wanish.Im not 100% sure but thats how I would see why Ginyu didnt do it.

Yes but Goku was pretty far away and he had enough time to throw it while Ginyu was close to Vegeta,I think Frieza would have dodged since he is very fast at close range.Otherwise Ginyu would go and switch with Frieza,it the only way I see it.
