The movie is taking place eight to twelve years after The Dark Knight ... So it might be that vehicals are now part of the everyday use of the police department and or National Guard.
I'm not sure if you watch football, The Steelers have a Wide Reciver named Hines Ward who's number is 86. Nolan has denied that Talia is in the movie but their has been shots of an actress surrounded by League of Shadows assassins and dressed like Ducard with a Katana in hand during the Arkham break out scene.

Bane & Catwoman team up to become, to the Gotham criminals, what Batman is the the Gotham citizens in order to organize them & start a war to take the city back. From the scene between Bruce & Alfred, it appears that the truth about Rachel is going to come out, which will put Bruce in a state that will make him an easy target for Salina. While Salina'll probably get the idea to do it from Bane &, at some point, she will actually end up falling in love with Bruce &turning against Bane in the end.

And also, I think the best way to handle Talia in this film would be just a nod to the fans that, even though the seres is over, it will still continue afterward. Basically, have her present at every major battle in the movie, without making it obvious. Then, at the end, have one of those "even-though-you-can't-replace-her- I'm-sure-there's-someone-else-out-there-for-you" scenes between Bruce & Alfred, then have the last scene be Bruce & Talia having a chance romantic encounter on the streets.
