It's simply disappointing video and some parts of servants told was obviously wrong. However, edited and English version connects parts from full version by cutting context. Those citizens try to establish the right to compansation and finantial aid for spontaneous evacuation (they dosn't live at area under the instrucitons to evacuate.). So servants cannot answer to such kind of new rights. That's is Congressman's job. Only congressman can make the law for such kinds of rights. I think those citizens gave the servants inquiries in advance, so servants looked senstive to such ligal inquires and hesitate.

@Spentastic I think the point was that children were evacuated as far away as Belarus at the time of the Chernobyl disaster. Japan's evacuation zone is limited to 20 km.
