Anime? there is subtitle? the attack name is just デス・リボン・レボリューション where リボン is usually Ribbon.... haha not sure....

This is not correct if you had read the original manga version you would that this is the attack that saturn uses to DESTROY the world and that it is NOT a small scale attack but this is good animation all the same

Sailor Saturn never showed a quick non-world-destructive attack. Good idea to make one like that, it looks great! And she is a very reliable Senshi, because, come to think, of all nine, she's the only one with a defensive power, with the exception of Mercury's Bubble Spray (which I didn't exactly like, frankly)
