So when a caucasian american calls an african american "nigger," it appears as though he is looking down at him in the same way that his ancestors did (or may have), even if he meant it as a joke.

Yes it was wrong, embarrassing and maybe insulting although I doubt the hecklers were insulted. This is one single moment. Get over it. He did it in a way it could not be missed by anyone which makes it almost masochistic.
Would people stop talking about the club incident in every Richards video! We get it, he made a mistake, now can we please go back to watching what we came for, Seinfeld extras!
Everyone who knows him knows he's a good guy who just screwed up and made a mistake. He has paid for it because living with what he did was punishment enough for him since he has a conscience and will live with the embarassment for the rest of his life. I believe he genuinely feels bad about it, his apology was sinscere and now he deserves to move on with his life and be happy. I wish him nothing but the best.
