I believe it was never designed for combat, more so for colony construction, but when the war started they placed guns on them.

The Federation was also late in developing and mass producing their MS, so the Ball was fielded in order to help their limited MS fight against Zeon's MS

@KiraxxxLacus The ball was actually quite an effective unit in combat because it was so damn fast and had great armor for it's size. The primary weapon had a lot of punch, too.
