Its on keys to the city. he spawns trucks and you can jump onto them and if you time it right then it acts like stairs.

u just played it backwards cos when he goes up u can see lines going down thats what happens when you fall and u can see the ramp trucks in the distance when he is "jumping" he used the "keys to the City" download to do the infinite jump.

Its not a mod you dumb ass. Its called keys to the city. You can get it for free off the market place on xbox live. He was spawing ramp trucks in the air and jumping from one to another. He just made it look like he jumped that high by rewinding it. Sheesh.
