@Logan11350 True facts. That's why at the crowded festivals with over 50 balloons (ours in walla walla is small) stresses the pilots to be aware of the air space below and around them due to this fact. Points to you sir for actually knowing what you're talking about.
@AstralDragoon That's some spendy "air rage" LOL It was simply pilot error on the black/multi colored balloon's pilot. The balloon below had the right of way in the air space since they can't see above them due to the balloon. Which is why saftey officer's at big rallys stress to be aware of what is around you in the air space.
@Cozmonic032 You obviously are not involved in the ballooning community. 40K is the price of a brand new balloon depending on size and style of it. levity00 was right it was probably only around the 500 to maybe 1,000 dollar range to repair the 3 torn panels in the top 1/3 of the balloon. The spectator that said that is clueless.

He may have been climbing too fast for the congested traffic but the upper balloon should have started climbing when the lower balloon started rising. The video looks like it may be sped up, it is hard to know what was going on unless you were actully there.

A rip above the mid line of the balloon more than 6" must make an emergency landing. You can remove the bottom half of fabric and the balloon could still be flown safely, the heat is kept in the top half.

He can't see above him. The rule in flying is the guy above you is at fault because the pilot below cannot see if somebody is above him.
