This is weird, because in Final Fight 1 and 3, the game counts down to something that would instant kill your character: dynamite exploding in his face, or a spike bed crushing him. But here, it counts down to...some water touching your chin. It would make more sense if it started with the characters completely underwater and counted down to them drowning.

you're right. Carlos is tied up by the waist, Maki is tied by her wrists, and since Haggar could've easily broken the first 2 restraints, they have him shackled to the wall.
