I'm sure if you fight one of the "old" Street Fighter Characters in your rival fight before Seth it plays a remixed version of their theme. It played a version of Sagat's theme during the Ryu-Sagat rival fight, but for some reason when playing Sakura against Ryu and Dan against Sakura it plays Sakura's theme.

He does feel a little out of place in all this. Doesn't really contribute to the story other than to be a gag character.
