The Railings on the rocks in the tidal zone s/be removed. This is a recipe for disaster. It's giving a sense of false security to those not familiar with surf.

Also they weren't pulled by the first wave, they just got splashed by it and everyone decided to back up since they were in ankle deep water, and as they did so, a much bigger wave came and hit them.

I was nearly killed by a wave like this one time, way back from the water, when an incredibly huge wave splashed over some rocks, above my head, and then pulled me towards the edge like a waterfall had suddenly appeared behind me.

You can see that the waves were bigger and at one point everyone in the video gets hit.

I think they were standing right where this video was taken. Apparently, a wave came and surged around people's ankles and pulled them down a couple of steps, then another much bigger wave came and pulled people even further down. At least that's the story according to a CNN article. I can't imagine 20+ people were gathered lower than this.
