Its not the Neguin had better moves, rather Cloud's moves were all his own. And Cloud was more than on beat, he exhibited so much character that while Neguin did moves to the beat really well, Cloud was a more a living embodyment of the music.

a) ...dance upright. Toprock being the glue that holds whatever you do standing up together.
b) ...go to the ground. Footwork and groundwork being the glue that holds whatever you do on the ground together.
c) dance to the music. This should be a given.

As long as you have the fundamentals, it's yours for the taking and Cloud has fundamentals, lol.

It's simple E-boys, Cloud took it because he keep to the essence of bboying; ORIGINALITY, something that many lack! Neguin is nice indeed however Cloud blew it up with a mist of freshness, regardless of how easy it maybe for you to bite.

oh wtf, neguin had this. Whats this... Cloud got dope sets but im sorry to say that his toprock is freaking boring. He mixes too much other style in it its not toprocking anymore. He uses too much stuff like at 1:59, im sorry even for popping thats pretty sloppy. Riding the beat like that is the easiest ever.

Hahaha, because Cloud danced better. He hit more beats and played with the music better. Neguin did really good, but you can't win a B-Boy competition with just the basic power, flips, tops, and footwork. Neguin is just a really good overall B-Boy, but he doesn't have anything that makes him stand out like Cloud. My opinion though. =]
