Correction..the orchestra is The Sinfonia of London according to the credits on the DVD that arrived the other day. This clip is by far the best bit of the film.

The film is indeed called 'Raising the Wind' and I am reliably informed that the name of the orchestra is 'The British Empire Orchestra' God save the Queen.......
Fairly sure that the "bass trombone" - he's actually holding a tenor trombone - is Jim Dale. James Robertson Justice (one of the most interesting wikipedia biographies I've ever seen!) is the bearded adjudicator.
The leader of the orchestra is Leonard Hirsch (who taught me for many years). This is a real treat as I haven't seen this before. Must buy the film..thanks for posting samthedrums.

@samthedrums It's Peter Byrne (horn); Jim Dale (bass trombone); Peter Burton (1st viola); Peter Arkwright (4th cellist); Terence Holland (1st trombone).
Haven't yet identifies the leader or the orchestra, tho I thought at one point it was the old Yorkshire Symphony Orchestra.
It does come from the early 60s sort-of-Carry-On film Raising the Wind.
And they are "playing" Rossini's William Tell overture, made famous as the signature tune of The Lone Ranger.
@samthedrums Yes, it is indeed 'Raising the Wind'. The sister of a school friend of mine was one of the violinists - and it was filmed in the Duke's Hall (I think it's called) at the Royal Academy of Music.
