I have a 2000 Saturn SL1 & when I start in up cold it hardly ever goes about 2000 rpm. When I start it warm it hardly goes above 1500 rpm then goes down to about 700-800 rpms
that is not normal mine has never done that even when my cps went. i did have a friend that had that happen lube up your intake where your throttle cable is its just getting stuck it happends when from long use. just not wd-40 like jig-a-lube it works great for me
Looks like a normal cold start for a Saturn SL. I have one too. The colder the weather, the higher it will rev up. I guess they wanted to make sure no one's car stalled out in the cold.
The idle will climb high at first when turned on cold, but should fall down soon. If it climbs high while driving, or lingers high while coasting with the clutch in, then your TPS most likely needs replacing. On an analyzer it should drop back to 0% every time the throttle is closed. If not it is worn out. Other causes are sticky idle bypass and EGR valves. The idle bypass valve can be saturated with WD-40 through the pintle shaft, but usually doesn't need attention.
i would check into the etcs (engine temp control sensor) they go bad on a lot of saturns and a new one is about $10. You can tell it is bad if you pull the plug off and there is green corrosion inside the plug. Look up on google to find a picture of where it is located

@IH8UDIE Sounds bout right. I'd rather it idle fast during that time of wheather. EVENTUALLY it will warm up so long as i know that im good.

It's your throttle positoning sensor or TPS. It is a $35 fix. Good luck!
