The congress apparently thought so, hence the authorization to attack. Keep in mind that the threat was not an attack on the US, rather an attack on our allies and other points of interest. And is that a truly valid legal reason to go to war? hell if getting resources is an ok reason to attack then the US should start attacking more nations, for thier gold, uranium and other valuable resources.

Not to sound cold-hearted, but the need for resources is a very common justification for war. You can go back as far as recorded history exists and see that the need for resources are behind most armed conflict.
