Obviously you misinterpreted what the definition of the word "government" was in context. When I said the government failed the people of New Orleans, I was referring to all three levels of government -- federal, state, and local. Their failure to communicate with each other was the sole cause of this crisis; so I am in no way placing all the blame on the Bush administration, as Nagin also played a role in this disaster.
