I watched it on tv the other day. When a water spout hits near boats you have to go undercover you can't steer away since the water spout controls it like auto pilot.

Water spout is a water tornado in other words.

Yup, it's just a water spout. Happens about twice every rainy season. Nothing special. My dad works at Jurong Island, so he can see th spout from an even closer distance.

This is one of the few videos in the world which shows a waterspout going over a ship. VERY VERY RARE! You are a lucky guy. A tornado/waterspout chaser would pee in his pants after watching this.
