It's the fault of the designers of the intersection. You don't see the whole video here, but the light for the traffic crossing the track turns green, so the truck proceeds through, then the light for the actual intersection turns red, forcing the truck to stop. There wasn't enough space between the track and the intersection for the trailer to be out of harms way.
