Because the companies would be audited to ensure that they only sold the amounts they had permits for and would be penalised for overselling. There aren't that many companies that produce fossil fuels, so not much of an auditing job compared to other carbon capping systems. If you've controlled the amount of coal oil and gas coming in, it's physically impossible for more than that amount to be used...
What a load of absolute tosh. They really have been suckered by the carbon traders, such as Stern and Pachauri.
