The problem with the term "time horizon" is that it is not related to a designated point in time. As Card said, it pertains to the circumstances in Iraq. In other words, they are saying our withdrawal is contingent on our goals being met Iraq. They are trying to placate the left by using the word, time, in "time horizon." We need to stop trying to please the left and use a term that is more realistic like "stability benchmark" (or something better stated which would be to the same effect).
