@ladymargof Because gas discharge lamps, the family of lamps to which fluorescents belong, exhibit a property called "negative resistance." They cannot self-limit the current flow through them. Without a ballast, so much current would flow that the lamp would self-destruct.
@slaterking1000 yup. the powders, one mixed and applied in a coating (making the tube opaque) absorb the UV light produced by the tube and release it as much less toxic visible light. however, a tube like the one shown here is used for disinfecting; hospitals, for example. it just can't be used casually as ambient lighting because of the potent UV-C; give you some skin cancer!

(My girlfriend and I placed a chunk of it in an outdoor fountain mostly white-water because so much air was in the water.
Spectacular, beautiful, non toxic, green color appearing brighter than expected because UV in the sunlight is converted to green light.

This kind of fluorescent lamp is called a germicidal lamp, by the way. In simplest terms, a clear fluorescent lamp.

This lamp is emitting an UV-C range ultraviolet radiation. UV-C radiation is very dangerous for the eyes and skin!

Yes, the phosphor coating protects from passing the UV rays trough the glass tube.
