That is called a basket muzzle, it`s not cruel, it`s called being a responsible dog owner, and dogs can still drink and pant whilst wearing it. Taking those sensible precautions stops anyone, including children being injured, should any dog get too boistrous. Better that than another child being mauled or killed by an uncontrolled dog. The owners should be praised for being so responsible.
