It means that the parental controls are blocking you from accessing the internet.

If you have the code you can switch the settings in the options menu.

and if y our parents blocked you they fucked you in the ass. (F-ed in the A)

Are you trying to add a friend's number?

You have to put in your friends number and then your friend has to put in your number.

If the peson you are trying to add got their Wii second hand it could be dissabled or the parental controls might be stoping it.
