If you look at the photo of the "Steel Samurai", it shows that both of the pant legs were dragging on the ground. If it were Will Powers, you would expect the costume to fit him, right? If the person was "swimming" in the costume. It COULDN'T be Will. Correct?

my theroy: since the guards lets no one in the place a ten year old boy snuck in through the drains finding the costume. As the boy was walking as the samuri passed the video camera but look like he was limping because he was a wearing an adult size costume. The boy found the evil mag grabbed the spear (not knowing it was real) and stabbed the evil magi and went to go brag to his friends.
