It's too obvious what this is. For a second, the camera focuses on the junk on the windshield, the "ghost" is sharply focused (looks like a bug splat), as well as the other smaller bug splats on the windshield. Then, as it is out of focus, the camera is moved slowly towards the passenger side of the car, making the big, out of focus bug splat appear to be what's moving. Sorry, no ghost, just a bug splat! :-)

Id be skeptical of ANYTHING I saw thru a windsheild--could be a reflection--But then again, could be a "leading edge" ghost where only the "edge" in the direction of the movement is visible (think about the glowing edges of a spaceship entering the atmosphere)--Hence the "noodle" look of the front of the legs and body only being visible as they push thru the air. There are sevreal other ghosts that look like this too.
