Right. But that's given. The problem is our system is so vulnerable to corruption. You can't blame the person from bribing someone if it's easy to bribe and get away with it.

If we want to solve this problem we have to build a system in which it is discouraging to do wrong. Let's make it hard to steal. That's the only way and we can't rely in hopes that everyone would do the right thing.
