Provisional vs. Utility patent applications - difference?

I dont have $ and am willing to give away many Ideas in hope that someone will benefit! ill give one today. Doggie talkie !! Which is a collar that you can call your dog back when he runs away instead of yelling for them. We Love our animals and want them safe but if your dog could hear your voice when they overstep there boundries maybe theyd turn around and stay. Simple design just like to see someone benefit since I dont have $ Good Luck people

When you call your dog, I think the dog identifies the direction your voice is being projected and follows this direction back to you. A collar that transmits your voice to a speaker bellow the dogs neck will be useless and confusing to the animal. IMO
