Make sure that you detonate the satchel and then jump. Do it quickly. It also sometimes works to do both at the same time. Also make sure that you move towards the ledge.

There is actually a way to do it without the satchel. If you jump a certain way you can make it. I just forgot how. I used to be able to do it.
